I think it depends on how strong of a tech lead you have on the team. If your team has a great tech lead having a PO that is less technical won't be as much of a challenge. However if you do not have a strong tech lead who can help define technical stories from the business requirements as well as lead the team from an engineering perspective then the team is going to look to the PO to help with that.
