You could either outsource services by hiring another agency who will offer you http://www.whitelabelseo.biz/, SEO and other digital marketing services or you could approach web design or PR agencies who may want white label services and you could provide them with this yourself. Either way, white label services could be beneficial in bringing in sales or expertise just like a partner could but you would have lower overheads.

Once you know who you are looking for exactly, where to find them is not a problem and becomes just a matter of time. Since your thing is digital marketing, I'll assume you're looking for someone with tech skills. Think of specific, new and trending technology - chances are it will be in higher demand soon. Then prepare a pitch and go to a meetup of that programing language etc. If needed fly out to location where you can find more of such specialists. Maybe it's not tech related at all. Maybe you need a partner from whole another industry, who would help you with know how and connections. For example in arts or construction sectors. Maybe your edge will be cost advantage and exploiting time difference. If you are based in US and find partner in Eastern Europe, your agency will cover 24h of the day. I would say start with local meetups in your city. Thats where lots of entrepreneurs hang out. In the early days of my agency (iSocialYOU).. I went to almost every meetup I could and exchanged lots of business cards.
