What is a rough estimate for replacing shocks & struts?

    According to my labor guide, to do the fronts and rears pays 3hrs for a competent mechanic. Normally I would say double the book time for most people not working in a shop, putting us at 6hrs. That said, struts have incorporated springs and should be disassembled and assembled by someone with a strut cage. Yes, there are ways and tools to do them without a cage, but having seen what can happen I don't recommend them. So, once you get them off, you'll need to take them to a shop to have the strut assembly swapped on the spring. Most shops around Boise charge $35 each for this (a complete rip off if you ask me but oh well) so please be prepared for that expense.

All in I'd say it'd be about $800-$900 depending on the shop's hourly rate and the quality of replacement shocks you go with. With a Civic there are a ton of options when it comes to replacement shocks ranging from dirt cheap trash to way-overkill-for-most people performance shocks.
