If I run 3.9 Miles every 3rd day at 34 minutes, how many times or weeks should it take me to do that in 30 minutes or less *Its a tough route

A couple of weeks should show gradual improvement. But you would get better results if you ran 4, 5 days a week (every day ) instead of every other day.
