It is up to the individual UC Campuses to guarantee acceptance and not up to the community colleges. For the Transfer admission guarantee (TAG) requirements check the UC's admission page - http://admission.universityofcalifornia.edu/transfer/guarantee/index.html. Note that Berkeley is not participating in the TAG program; however, this does not mean you can't be accepted there.

So, the local community colleges around the UC area will have a higher transfer rate then others. For example if you go to IVC, the chances of going to UCI are going to be higher. Not sure, but I know a lot of people who come from Berkeley City College if that means anything.

Every CCC participates in the TAG program, but only six UCs offer TAG:  UCD, UCI, UCM, UCR, UCSB, UCSC. Berkeley and UCLA have their own programs, both different, but both called TAP.  UCLA's TAP is scholars/honors-based and gives you priority consideration (not a guarantee). UCB's TAP is for under-represented students and provides support during the CCC years, but does not give priority. Both UCLA TAP and Berkeley TAP are only available at select CCCs. (See left panel): http://cep.berkeley.edu/transfer-alliance-project-tap UC San Diego does not offer TAG and does not have any other program available.

Unfortunately UC Berkeley does not have a TAG agreement with any community colleges in California. What I would recommend is to TAG to another UC school as a backup, in case you don't get accepted into UC Berkeley. As for the complete list of Community Colleges that recognize TAG: Allan Hancock College College of Alameda American River College Antelope Valley College Bakersfield College Barstow College Berkeley City College Butte College Cabrillo College Cañada College Cerritos College Cerro Coso Community College Chabot College Chaffey College Citrus College City College of San Francisco Los Angeles City College Coastline Community College College of Alameda College of Marin College of San Mateo College of the Canyons College of the Desert College of the Redwoods College of the Sequoias College of the Siskiyous Columbia College Contra Costa College Copper Mountain College Consumnes River College Crafton Hills College Cuesta College Cuyamaca College Cypress College Deanza College Diablo Valley College East Los Angeles College El Camino College Evergreen Valley College Feather River College Folsom Lake College Foothill College Fresno City College Fullerton College Gavilan College Glendale Community College Golden West College Grossmont College Los Angeles Harbor College Hartnell College Imperial Valley College Irvine Valley College Lake Tahoe Community College Laney College Las Positas College Lassen College Long Beach City College Los Angeles City College Los Angeles Harbor College Los Angeles Mission College Los Angeles Pierce College Los Angeles Southwest College Los Angeles Trade-tech College Los Angeles Valley College Los Medanos College College of Marin Mendocino College Merced College Merritt College Miracosta College Mission College Los Angeles Mission College Modesto Junior College Monterey Peninsula College Moonpark College Moreno Valley College Mt. In general principle (and also keeping with Quora's rules and purpose) I am happy with people asking questions which can be easily ascertained via a quick search.   But I have to interject. At the risk of getting myself into trouble: If you can't (or simply won't) find this information on your own, you really shouldn't be going to a UC school.
