I was raised as a Jehovah's Witness. Essentially all new content starts in English, because the headquarters are in New York and that's where the "Governing Body" (basically the board of directors) and "Writing Committee" (the guys that actually write everything) are. Occasionally you see articles submitted from a branch office, but they are rare. Even their translation of the Bible, the New World Translation, was only translated from the original languages for English. All the other editions of it (Spanish, French, Japanese, etc) are translations of the English edition of the New World Translation, not of the original Hebrew, Aramaic, and Greek. This means that translation is always English to some other language, which reduces the logistical complexity of the operation. Assuming 100-ish languages, that's about 100 people, rather than 100 x 100 if every combination were possible.

Jack Danielsson wrote an amazing comment which goes into a lot of detail regarding the Jehovah's Witnesses and the logistics about biblical literature. However, their are a few things that should be first understand about machine learning and localization. The 3 Rules of Localization: 1) Machine learning is not localization. 2) Translation is not localization - it's a part of localization. 3) Localization consists of translated SEO-friendly content, search engine indexing and RTL optimization (for more info on RTL, see http://www.gala-global.org/galaxy/features/what-rtl). Jehovah's Witness should consider using an editor to update their content like Localizer. For example, once the content is written in English, their translators can edit the content at the same time in any language. (for more info see http://Localizer)

I am not convinced it is machine translated. They probably have enough believers who feel the need to spread their word and much is probably rehashed. I refuse however to buy WatchTower in two languages to read it to appraise the quality of translation.
