How do I start a consulting business with very little start-up capital?

I am going to start a consulting software consulting business. Where can I find basic documents and templates that are required for a software consulting business?

I am from a product management and sales background. But, I want to venture into the software consulting business. Where can I find templates such as Statement of Work, Project PLans, Scoping documents, Change orders, etc ? I am not looking for the best documents, but I am looking for comprehensive and time-tested documents.
