How does Forcast.io create the awesome weather animations?

For those who haven't seen it, check out http://www.forcast.io click on the play button below the globe and it will create a cool looking animation of weather radar data. A quick code inspection it looks like they create several images with one per frame and then use javascript to animate it.The real question is - does anyone know of a service that would help create these images for you ?

It also appears to be an overlay, and I don't think it is changed 1 frame per second, considering there are much better techniques. (Not flash, btw)
