there have been many questions on here recently in a similar situation . some have already been waiting 4 weeks and still waiting. they have tried phoning them but to no avail it seems when your passport is in the process they don't seem to be able to allow you to pick it up in person. so although not helpful I know you could try ringing and hopefully be connected to someone who is helpful or hope and pray it arrives in time. sorry I don't have more on this one.
