What is the general logic and layout for having one wordpress site schedule and post to another wordpress site?

• For example: Site A has 10 writers contributing to it. However each one writes and collaborates and publishes to a second site (site b). How can a post from Site A once written, approved and then schedule not be published to site A but published to site b. Both are wordpress sites (though for learning purposes I'd love to hear for non wordpress). One writer/admin has access to both wordpress sites. I would imagine something would have to be written and installed on the site b via plugin and the user who has access to both would have to login via said plugin. But I'm not a 100% sure what the steps would be to allow the data of unpublished posts on site A to move as published and scheduled to site B. Also, there are several sites involved-- what would happen with your solution if there were say a 1,000 or 10,000? Is it scalable in concept?
