How does one get beta access to site streams API?

Did anyone got access to https://dev.twitter.com/docs/streaming-apis/streams/site api? My application has been ignored and I'm interested what did you have to do to gain access.

You only need to register your app in Twitter and get four tokens to use Stream API.
