In some cases the mere appearance of a conflict of interest may interfere with the integrity of the review process. Having read a paper written by a candidate does not constitute a conflict of interest. Having co-authored a paper written by the candidate does. Knowing the co-author of a paper written by the candidate may or may not constitute a conflict of interest. If there is a potential conflict of interest, it is best to disclose this potential conflict of interest and to recuse oneself from reviewing that candidate's application.
