    For the most part color selection is an interpretation of the artist.  There may be some clues in the photograph.  For example, using a yellow filter will lighten yellows a lot, greens a bit and darken blues.  Using a green filter will lighten greens and darken reds.  So, if you have an object of known color that appears darker or lighter than its tone would normally dictate you can obtain clues to what other original colors might have been though not with great color accuracy.  The other route is research.  Uniforms, logos, etc. are known colors.  Trees, flowers, etc. are known colors.  Signs are known colors and many buildings survive.  Vehicles came in a limited selection of colors.  So, if you are looking for authenticity you can research some elements of the photograph.

There are also other methods to determine, like understanding the saturation of the image, looking of reflections, effect of a particular colored object on the surroundings.
