Is a Computer Science Degree considered a technical degree?

What reputable Computer Science Masters programs do not require a technical undergraduate degree?

Looking for a good school to attend to pursue my interests as a Computer Programmer. I have an undergraduate degree in quantitative economics and I would appreciate any help/suggestions I could get.
