How do I block a particular email address from emailing me?

This is possible to do - use the following steps: 1. Go into Gmail settings and enable the "Canned Response" lab in Gmail. http://bit.ly/12VmL8x  (It may be that your system administrator has disabled Gmail Labs or the particular "Canned Response" lab that we're after, just be aware of this.) 2. I've heard from my office mates that aside from using Google's filter, there is an easier way to block an email address which can also block an entire domain. As I can recall, it is a Chrome extension called Block sender. I haven't tried it yet but my sibling does. According to her, it works above her expectations.

You can block particular id or domain in google apps control panel, if you are on business or edu edition

I recently had this kind of problem and I had to put the particular email address in the blocked senders list. You can configure blocked senders list for the entire domain or only for one (or more) sub-organizations within your Google Apps domain.
