What hourly rate should a web design freelancer in Oklahoma charge.

I would be providing responsive designs using web design best practices. I happen to know from other local websites that many designers here offer very basic services with poor customer service. I'm hoping to build a portfolio doing some free work for non profits, like animal rescues. But after that, how much to charge?
