When you promote a question that has few topic followers, does it become visible to people following similar topics?

When promoted, does a question become visible to people following related/similar topics as well, especially if the question topics don't have a lot of followers compared with the number of people it's been promoted to?

No, I believe promoted questions, answers or blog posts are not shown to related topic followers. Here is the February 2012 announcement, explaining how the works.
