Who legislates Google and it's algorithms, especially in Adwords to ensure it's not a big scam?

I read this review of Google today: "Actually Google is a greed-driven money machine that routinely robs its best customers by wasting their advertising dollars with no possible way for the customer to even check." For example how do I know my bids in adwords are not dishonestly manipulated by Google? Imagine if they increased the bids by a few pennies with every company that uses their service... How do I even know it's not pounds more??? I'm already spending £2.50 per click... without any way of knowing what other companies bid. Just a "recommendation" to get on the first page.... Google is a greed-driven money machine - I agree. Stealing money from Adwords - don't think so. But about Adsense I'm not so sure... The marketplace. Companies that routinely rob its best customers, don't stay a company for very long. 9.9 times out of 10, those that write reviews such as the one you reference actually just suck as managing ad campaigns rather than any sort of evil empire stuff happening. It's easy to jump to that kind of conclusion... and even easier just to say it to get some pageviews on your blog. Fortunately, the reality is much different.

Actually, I can prove to you that you are paying more than "you should". Since AdWords is a bid based system, whenever Google gives a free 100 $ coupon (they're everywhere) a new "free" advertiser appears, bidding and inflating prices per click. This means Google is earning money by giving AdWords coupons for free, and it's earning money in a way that it takes money from you, paying customer and gives free advertisement to your competitors. Awesome, right?
