Will Office 365 Lync 2013 support the Web API (UCWA)?

I've been looking at the Unified Communications Web API (http://ucwa.lync.com/about/about-ucwa ) for Lync 2013. Will Lync 2013 on Office 365 support it? What other alternatives might we have for sending a message from a web application to a Lync user? I've considered spinning up a Skype client and using that to send a message to the Lync user via federation, but I'd prefer something over HTTP.
