In 2008 Q4, I hired a person who was being paid INR 3000 per month in Chennai. (Yes that's three thousands rupees, $60!!). He had designation of Software Engineer. When we hired we 6X'd his salary, he turned out to be a good programmer. So, that was the record minimum salary for a software engineer I have ever seen. But it varies heavily based on experience, nature of job and company that hired you.
