Why would anyone pay for a Google AdWords promotional coupon when Google gives you that for free?

Numerous listings on eBay (See here: http://www.ebay.com/sch/i.html?_trksid=p2050601.m570.l1313&_nkw=adwords&_sacat=0&_from=R40) of AdWords coupons with essentially the same restrictions (new account, should not have used a coupon before, etc.) as the coupons available on official channel at Google. And eBay is not the only source of these. Why would anyone buy these? Is there a trick that I am missing?

According to the http://www.google.com/adwords/coupons/terms.html, promotional credit is non-transferable and may not be sold or bartered.
