I want to start a mobile ad network but don't know where to start?

I have the ad server (Adzerk), and I created some custom ad units that are placed in the stream of a web pages content. The problem is I don't know how to sell it, I want to work with premium Publishers (Forbes, VentureBeat etc...) I was thinking I setup to buy at whatever cpm the site offers, I've got a price of $4.00 cpm then I sell to advertisers on a cpc cost by adding cpm and CTR + a margin. But the sites won't be in my network (rev share) I'll just be buying their media, how would I get forbes to come on board to place native ads in their mobile webpages and work on a rev share? How do ad networks partner with these sites when they only sell on CPM?

Answer:
I would recommend you to manage ads for brands/companies first on an established network. Once you have clients, just start integrating backwards one client at a time, keeping the ROI same or higher for your clients.
