How do I repair acrylic paint that is not sticking over oil?

We hired painters to paint over trim previously covered with oil paint. They sanded and used high quality Benjamin Moore paint that is guaranteed to stick to oil. The paint is sticking but scratches off easily. The finish is not at all durable and has peeled off is a couple of small spots. What do I do now? Do I sand it off eventually and repaint? Do I use some solution to dissolve it? Can I paint over it?

Answer:
Sand the entire film. Apply 1 coat of oil base cement primer followed by 2 coats of desired acrylic emulsion paint.
