It has been lucrative for foreigners in the past decades to buy property in Singapore. For Permanent Residents (a step from citizenship), it is an almost sure big win to buy Singapore public housing. Although there is still some risk for private properties, the Singapore public properties are almost a zero risk high-gain investment in the long term. It is one of the best things of being a Singapore PR or citizen. Can a Singapore Permanent Resident(PR) buy public housing and go back to his home country and continue earning rental income? The PRs from China have brighter prospects at home because of the huge opportunities thrown up by the tremendous growth rates of China. It is not surprising at all that more of them will choose to go home. I heard of stories that this strategy has been successfully executed by PRs from China. Wondering whether this strategy is still workable or has this loophole been plugged by the Singapore government.

No, PR cannot rent their HDB as a whole. But they can rent parts of their HDB flat to others. There is a minimum requirement of years for PR to live in their HDB flat. They used to be able to rent their HDB flat after they had been living in them for 3 to 5 years, but now they cannot. And, they must sell their HDB flat within half a year after they buy any private housings such as an apartment or a house.

No. It's been closed. Violators will have their units repossessed. HDB are designed to give Singaporeans and PRs affordable housing, not so that you can be a landlord and collect rent. This is a privilege. And it gets abused by people gaming the system. There are legitimate reasons for renting out your HDB. And it needs to be approved case by case by HDB. An owner can break the law by subletting it illegally, but your Singaporean neighbors can snitch on you. HDB had also stepped up is enforcement. You can research this online for more details. If you're lucky you can earn a few months of rental income. If you're unlucky, you can lose the house and all that you have paid for it.

There is a lot of restrictions recently, but it is still very workable. One of the main restrictions is you can't rent a whole HDB unit, but only individual rooms. Guess what, you can rent out a room out of a 2-bedroom HDB unit, and then not live in the unit. For the tenant, it feels as if he has the whole unit, and he is willing to pay full price for it. Many of my friends live in a unit where their landlord give them this arrangement.
