Why did HBO Nordic build a new streaming service instead of using HBO GO?

HBO Nordic, which launched as a internet streaming service in the nordic countries a couple of months ago with a subscription model seems to be using a completely diffrent platform than the one used by HBO Go. Is there any sound reason for this, e.g. a technical reason why it was wise not to build on the platform used by HBO Go? (I'm not a subscriber and don't have regular access to either.)

I would guess that it has something to do with licensing, as it always does. They might have thought that it would be cheaper to make a new service than to add in country regulations within their active service HBO.
