What are the reasons for which the degree and diploma of a foreign college or university have better value in India?

You've mentioned most of the reasons in your explanation. I'll go question-wise. Do Indian colleges need more facilities to attract more students? Yes I think as compared to the colleges and universities in the United States,  the colleges and universities in India tend to fall back in a number of  different ways. So what are the areas or facilities in which the  colleges fall back as compared to those in the foreign countries? You've mentioned most of the reasons but I'd like to add flexibility in choosing subjects and papers, more thorough criteria for checking papers and doing research and higher standards for faculty, less rote learning and more hands on experience and participation.Also greater use of technology such as videos and blog posts for classes and assignments.
