Can I post an HTML5 web app with offline mode, directly to the app store for iPhone / Android / Blackberry / Kindle?

I am working on a web app which will use HTML5. If I add an offline mode to this app, so that it uses local storage for some functionality, then can I directly add this app to the app store for iPhone / Android / Blackberry / Kindle? In offline mode it will provide nearly full functionality.

Answer:
You can have HTML functionality inside the app, but I am pretty sure app has to perform "as advertised" regardless.
