    It depends on what you mean by best. In general, if you manage to get up in the morning and to what you are told, you should have no problem finding a job in Norway. In that case speaking the language would not be a prerequisite, but I would highly recommend it for low and average salary jobs. Two important takeaways here 1) unemployment rates are very low 2) the gap from low to high paying jobs is short, i.e. minimum wages are relatively high If you are looking for a secure job you never will loose and good pension just get a job in some governmental organisation, e.g. school, health care or administration. A large portion of the work force are here. Some ask for a BSc, but there are plenty without that requirement. However language might be a small obstacle with those professions. Higher salary comes with higher education, like medicine, law, economics, engineering etc.,  and employment in the private sector. As for the future, Norway has a soaring need for engineers and health care professionals. Engineers in the larger cities within the oil industry. Health care all over the place. Hence if you are an English language speaker,  without a degree,  but thinking about moving to Norway, I would guess you prefer a large city. On those terms I would say the best would be some place in the oil industry, while the skills learned there would easily be transferred to a working environment other places in the world.
