Why does a well-worn bar of soap (seem to?) generate less soapy foam than new soap?

Isn't the material uniform throughout the bar? Or are there foam-making ingredients that dissolve faster than the rest?

I suspect that this has to do with two factors. The first is that soap originally didn't foam that much. It was made from animal fat and lye, and it wasn't until later in its history that http://en.wikipedia.org/wiki/Coconut_oil was added to help to make it lather better. Coconut oil contains long chain fatty acids that are better soluble in salty and hard water. Of course, this means that they are more easily lost from the soap. So, as a bar of soap wears down, its surface area to volume ratio will increase, which means that water will penetrate the bar better, leaching out the coconut oil acids at an ever increasing rate compared to the rest of the soap. The soap therefore becomes less effective at lathering.

Size mostly. The amount of foam soap can generate is determined by the rate at which it releases soap, which in turn is related to the surface area which is in contact with the water into which the soap is released. Because a new bar of soap is substantially bigger than a small and well worn bar of soap, it takes a longer time to generate the same amount of foam. The bar of soap itself dissolves in a pretty uniform manner - the differences you are seeing are mostly related to the difference in size between the two bars, that effect alone is likely to explain your observation.
