    Typically there is no delay in DVR rendering of output compared to a general zappers. Generally you see the transport stream sent in parallel to the decoder and the hard disk, when you press pause the decode switches from the tuner to the hard disk as a source instead. To save wear on disks some recorders only initiate recording when pause is pressed, but this does not allow for live rewind. Continuous playback from disk is possible and shouldn't overly delay the signal because the disk write speed is much faster than the transport stream rate.

To add to 's perfect answer, your TV set OTOH may very well delay your picture by a 10th of a second. Many modern TV sets have motion filters that store a small amount of images in digital memory and calculate new frame rates or motion blur/sharpness on consecutive images. One full image takes 1/30th of a second to arrive at the TV. Assuming your TV uses three consecutive images to create an improved new image, you would have a delay of 3x1/30th, or 1/10th of a second.
