Is it possible to transfer from an engineering course from India to a pure science course in a good school abroad?

I am currently enrolled in an engineering course in India and am extremely passionate about pursuing theoretical physics. The least I am doing is studying physics on the side. But I really wish it had been my main course of study. So if You could recommend good colleges which are great at theoretical physics and accept transfers. Basically I am looking for advice, should I transfer now or should I complete my 4 yr engineering course, apply for a Master's course and then PhD in the field of my interest? What should I do in my situation and what can be my best choice! Thank you so much!
