Who are the people responsible for creating the economic and public policies for the political parties in India?

  • India has a multi-party system with the two major parties i.e. BJP and Indian National Congress existing in almost every state. I understand that the policy making under the government is handled by the I.A.S. Officers and other government organisations but these political parties have to come up with their own policies and agendas even when they are not in power. People dealing with policy making here need to have major knowledge of Economics, Development Studies, Sociology, Policy Making and a great deal of common sense to create the manifestos that the parties have to create during the elections (state and national). Who are these people who work behind the curtains to ensure that the political parties work without any chaos? How can one become an advisor to a political party? Or even to a politician?

    Every Ministry has a bunch of Bureaucrats who work on drafting policies related to their department. They invite suggestions from various NGO's, Policy think-tanks and civil socities as well as individual citizens for drafting these policies. Various government bodies like Planning Commission, Law Commission, National Advisory Council etc. also play a major role in drafting policies. However, the irony in our country is that these policy makers have no idea about the reality at grass root levels. And this is the reason that almost all the policies fail during implementation.

When I was working at one place I used to meet one middle aged person who was my brother's well-wisher and when my brother wanted to send a plan to a government agency he asked this gentleman to draft the same and at that I was there he asked me to type on PC while he was dictating the same. I was with a politician as his secretary for an year and then left him but he used to call me and I used to help him in web related services. The issue is - You have to be with him 24/7 you forget your family You receive the salary when he pays and whatever he pays You need to serve his wife and take children to school You keep your self esteem and shyness, pride, commonsense in a safe in your house and then go to office You be available every time to book movie tickets etc Then after some time you come nearer to him your grade increases, you will be asked to accompany him on tours. Then there is a danger his "chemchas" who wants raid on your speak bad about you and you should withstand all these things. If your drafting skills are good, if your tone is good, if your strategic abilities are good and if you can see the future and can converse with all kinds of people without any ego then you have a good chance to get closer to him. So far the people responsible for drafting is : They have - each leader - have their secretaries - who work for them for salaries as well as for support etc., There you can find IAS and IRS officers - working as well as retired - mostly the industrialists used to send good people to them to assist in drafting / planning/ making policies etc., For each segment they have separate specialist for them.  In industry level - whether it is IT or Gas or Power etc - they help them to get concession and contracts and in return they explain about economics / money policies etc., You will not find the discussion on these policy matters as it is being done in US, Here you play around and get the seat and everything fall in line. Some how get introduced to a 3rd rung leader and from there get introduced to a good leader.  I suggest frankly - see and go near Rahul Gandhi - if you are from Bihar or MP or UP, go to Rai Bariely and then work from there.  Once you go there you write to me - I will send advises time to time and but you need to see the time and chance to speak or implement it.
