Why do only some sites ask for an additional 3-D secure authentication when i make online payments?

I'm part of a startup and we are thinking about accepting online payments in our site. I have seen some sites asking for 3-D secure authentication, where I am redirected to my bank website for authentication. However, there are also some sites like Amazon, Facebook, Google, etc. that do not ask for any 3-D secure authentication. How can we set up our online payment gateway so as to avoid the 3-D Secure authentication? Do we need to set up a bank account to accept these payments in a specific country or something?

3-D Secure is an added security feature that you can opt for (if offered by) your Payment Service provider. You can opt to have it turned on or not, this depends on your type of exposure you will allow yourself to be subjected to, the financial regulations in your country and also the underwriting terms & conditions by the acquiring bank and/or PSP. In short, its not that you have to use it, but it greatly reduces fraud and the onus of the fraud goes to the acquiring bank rather than the merchant.

I assume your question is in context of payments from India. If a US company accepts USD payments via a payment gateway in the US, 3D secure is not applicable to them. 3-D secure is mandatory in India. There is some confusion around usage of Indian cards for sites outside india but RBI has also regulated that, and even though those transactions go through today, there is no guarantee that they will continue to happen in the same way in future. Check this StanChart mailer that was received a few months ago.

3d Secure or Verify by Visa is a set up that your issuer has made for your card on Card not present transactions. For the site or Merchant adds security and protection against fraudsters. Both Visa and MC are very proactive in the implementation of 3DS and VBV. You can always ask from your card provider to turn off this feature even though your card will go thru the protocol you will not see it nor it will affect you consumer experience. However i recommend you keep it.
