Is it legal to use google map data to your offline map app?

Hi, first time to ask question here, I am thinking to build an offline map app. The source data I'm thinking to use is google map data, basically, I pre-download the google map data and save locally and later when the user travel to a new country without GPS, and they can use this pre-download map. And this app is not free. Just wondering if google let you to do this, or you have to buy data from them? Any input will be appreciated!

You need to go through their terms & conditions, probably here - https://developers.google.com/maps/terms, but at first look it doesnt seem to be permitted by them as such, and then to be sold in a premium app, just go through these terms completely and you may get the answer, else you can try writing to their support deptt and get an answer or in their blogs.
