To measure load time? Speed Index. https://sites.google.com/a/webpagetest.org/docs/using-webpagetest/metrics/speed-index It beats any other metric by far. To measure runtime performance, we currently don't have a great metric that's industry-standard.

There are lot of articles and answer to that. There are lists of things suggested by brains of web developers. Most common and easily followed measures are 1. Minimizing HTTP requests. 2. Minifying CSS and JS files. 3. CSS at the top and JS at the bottom. 4. Image optimization. 5. Strict styling to CSS.

Check out http://yslow.org/ by Yahoo and https://developers.google.com/speed/pagespeed/ by Google. Both have a great scoring system and suggest what kind of improvements have to be made and to what files. The ratings are out of 100 and the fastest I've seen is 97. The websites I work with have a score of 93-95 depending on how much I can improve after listening to the tools. Cheerio :)
