Some qualifications: I work at a search agency where I help lead our paid search functional group, I also am heavily involved in the hiring process and business development efforts. Here's the deal--unless you know quite a bit about the topic yourself, it is quite difficult to tell the difference between someone who truly knows what they are talking about, and a good BSer who has read some guru ebooks. First and foremost, ask to speak with current Clients, and ask to speak with at least two former Clients. If they scramble on the latter, they better have a damn good reason why. Typical acceptable reasons are that they have no former Clients (they might be very new to doing this as a business, also a consideration), or they don't have any that would speak highly of them (another red flag). Beyond that, you want to look for analytical skills. Give them read-only access to your accounts and let them come back with what they feel are missed opportunities and some quick wins. Then you need to understand how they approach things like budget pacing to make sure they have a system in place and are not going to blow through your set budgets. Beyond that, how do they plan on reporting performance? Can they show you reports they've sent previously? Do they include insights into why performance behaved as it did that go beyond "budgets increased so volume went up" to include the "why" of what happened? Depending on the scale you are talking about, I'd also consider doing a trial run or giving them only a portion of your business to manage (perhaps in a separate engine account). And depending on your KPIs, consider a full or partial performance-based payment model (at least until they have proven themselves).
