I would say work with a company for some time, see where your interest lies, build a profile, get skills, make contacts and then work for yourself. If you still think its a better idea to start your own venture and not join another company, all you need to do for getting started is register an IT company. Registering a company is pretty easy and straightforward process. If you are not really interested in registering a company, you can get started with freelancing right away. There are many freelancing sites to help you get started. Just one word of caution though - what you are taught in colleges in terms of "programming" is very different from what the real world needs. So fresh out of college with no experience of working on a project (even open source active projects) - not a very appealing position.

It IS a good idea to work (as an employee) for some years in a targeted environment with the above ultimate objective in mind and then start on your own. That way you make contacts and know about the life on the other side of the table.
