This is why the technique is ineffective against races such as Hutts, Toydarians as well as trained individuals such as force-users and disciplined soldiers. The real efficacy is the person being tricked.  Kenobi was able to use the force against a squad of stromtroopers, but his master was unable to use it against Wattoo.  It's impossible to say if Yoda WOULD have been able to fool Jabba, but there's evidence that any attempt would have failed.

The other answers are totally true, but ultimately it is the writers of the story that determine it. It would be boring if it worked on everybody! Everyone who wasn't a force sensitive would be irrelevant as soon as a Jedi or Sith showed up. So they invented the concept of only the "weak minded" being susceptible so it could be used only when it furthered the story.
