Any city that has meters that accept credit cards have some sort of smart-parking system that backs them up. However, maintaining an open-api for this data is incredibly taxing. For example, sfpark had to deal with millions of inbound and millions of outbound requests to serve occupancy data (it has since shut down that part of the service). Their are companies such as ParkMe that act as a buffer by aggregating the data and packaging it through a consistent API
