  • According to the report released by Indian Finance Ministry,  estimated number of taxpayers for financial year 2011-12 stands at just 3.24 Crore people.Out of these 3.25 Crore people, 89% pay taxes in the tax slab of 0 – 5 Lakh rupees, while on the other end of spectrum, only 1.3% of all tax payers have income about 20 Lakh! Some Figures ------------ - In a country of 120+ crore people, only 4 lakh people earn above 20 lakh rupees a year (Again 1.3% of Total Population) - Only 4 lakh people, who earn 20 lakh a year, account for 63% of total tax collection. So 4.6 lakh Indians pay a total of 93,229 crore rupees of tax. That comes to an average of roughly 23 lakh per person!  (Again 1.3% of Total Population) - 3.24 crores : Total number of tax payers. ie. a measly 2.66 % of the population pays income tax. Compare this to the US where this number is around 25% or even more. - 4.06 lakh : 1.3 % of tax payers earning over 20 lakhs. This number seems too low. - 2.85 crores : 89% of tax payers earn < 5 lakh a month and pay 10.1% of total income tax. The committee recommends relying on self compliance for this group of people and exemption from filing returns so that the IT dept can concentrate on higher value targets :-) Contra Numbers -------------- - In 2011, Mumbai has 4.8 lakhs vacant home. - In 2011, Thane district has 5.4 lakhs vacant flats. - Mumbai alone has 3.57 lakhs "Luxury Houses" which means 4-5 BHK with luxurious facilities - Mumbai, Thane and Pune have 11 lakhs traditional "Kirana stores" - India has 3 lakhs jewelry stores - 2009-10 figure: India's diamond annual revenue is near $8.5 bn (Its in DOLLAR TERM), China's $9 bn and USA's $27 bn. - Surat accounts for about 90 per cent of diamond processing activities carried out across Gujarat. The State accounts for about 80 per cent of total diamond processing done throughout India and the country accounts for about 95 per cent share of the world’s diamond cutting and polishing business. Total revenue in diamond industry is around $55 bn all over the world. - In 2011-12, India exported $42 billion gems and jewellery - Surat alone has 5100 diamond production units and have 6 lakhs employed in dimaond industry - Indian textile industry is around $55 Billion - Think about owners of this flats, who afford to keep their flat vacant when they could have earned atleast 15,000/- per month. But they don't values such money as they are earning much more than that and no need to pay tax. - From Mumbai, Surat, Pune, Ahemdabad, Noida - NCR (Not listing other cities), Many farmers (Number is 100% more than 10 lakhs) sold their lands at a rate of 1 crores per acres or above but none had paid any tax as all were CASH transactions. - From my contacts only, I know atleast 500-550 persons who earns more than 40-50 lakhs from only Agriculture Income but not pyaing tax. - I am not including COAL/OIL/REAL ESTATE industry in this list - I can list many other things which are contra to numbers produced by Finance Ministry Questions - Such a low tax payer number suggests that India is POOR country or has too much BLACK MONEY. What do you think? - Government gives Agriculture loans at 4% to farmers and amount depends on acres of land you own. I think around 1.5 lakhs per acres what you get at 4% rate. As indian mentality, All farmers (Especially RICH having heavy land banks) get these loans and invest that money in real estates in CASH as they dont need to show their expenses to government. Where as I, as a tax payer paying lakhs of money as TAX, have to rely on 10% loan to buy 1 BHK in mumbai. Why not to tax farmers normally if they are having profits like US? - - As per my knowledge, Mumbai & Delhi has more 15 to 20 lakhs people who earns more than 20 lakhs per year easily. Why Income Tax department can't easily figure TAX gliches though we do open figures from diamond/textile/real estate/retail industry? Or they don't want to to earn UNDER TABLE money? - Why can't we abolish income tax and introduce new tax on all items/services? By this all will have to share taxation and not only 1.3% has to bear loads of 120 crores. - Why to bother about black money resides in Swizz bank when we have too much black money in india only which can double/tripple government TAX collection? Why no political parties are ready to do that? You got what did i mean here? - When will SALARIED get some TAX relief in india?

    Personal income tax should be scrapped in India. An indirect tax based on consumption buy a maruti 800 pay less tax;buy a jaguar pay more; is a far sounder way of raising funds for the State. Some 3% or less pay personal income tax in any case. I'm not sure how much the net gain - after administration costs - is brought from this. The only reason they don't do it to set a precedent of this kind. The government wouldn't lose virtually anything if they do this. Perhaps productivity will benefit.This answer is not a substitute for professional legal advice....

At present we have a very complicated self assessment system which requires us to engage services of so called experts, most of whom are agents for corrupt tax officials. If the whole process is simplified there would definitely be more compliance. Instead of having various exemptions and deductions, if we have a broad deduction from income varying across different slabs, even a child would be able to compute taxable income. At present we have three slabs of taxation, namely, 10%, 20% & 30%, before surcharge. I propose that an assesee first computes his gross total income which should be easy. Thereafter he would know which tax slab he falls into. If he falls in the 10% bracket he would be entitled to reduce his gross taxable income by 30%, for the 20% bracket by 20% and for the 30 % bracket by 10%. Thus he would arrive at his next taxable income and accordingly would pay his tax depending on which bracket his net taxable income falls into. This I think would do away with all the intermediaries and increase compliance to a large extent.

India needs to reform its tax policies on the following accounts:a) Even a Class IV employee is an asses-see now. Its a shame, that the lowest paid government employee is being taxed.The best option would be to index the Tax slabs inflatiion. b) To reduce the large army of clerks and officials, the government can exempt the Class IV and Class III employees both in private and government sectors, the government can collect taxes but exempt them from submitting/filing  tax returns.c) The government may remove all exemptions and simplify tax system,ie. the tax (by 10%) slabs may be lowered in case those with permanent employment and simply perform TDS and eliminate the ritual of filing returns.   d) The government should improve the tax base. Many a people in the unorganized sector earn more than the Group I officer of Government Service. There are many small business people who  The government should employ more field officers to rope them.

First and foremost the problem in India is not about what the government wants to do or what we want to do, the problem lies deep within.Just to shed some light on that note, we Indians are very narrow minded as in we have a very small vision when it comes to everything. What we care about is I,Me and Myself before everything, so when our government does this we have no right to complain. Check this, we as individuals think of saving a mere 2000 or 3000 TDS which is deducted every month and when the parties play vote bank politics we criticize them, that is plain and simple hypocrisy. I being no exception file for a refund and try to take back as much as i can but that is solely because i don't want my money ending up somewhere, where it shouldn't.At least for me if someone can show me proper utilization of my taxes i am more than happy to pay the taxes.Political parties understand the basic fact that feeding parasites( the illiterate crowd) is way more easier than working for a literate crowd as they would expect things from the government and they as a matter of fact understand what the political parties actually do when they come to power.I have always believed that the only solution to all such problems is Education, and by education i don't mean IITs or IAS, but basic elementary and secondary schooling.

Yes it needs a complete overhaul , even the Indian judiciary has ruled against the current tax regime , the government’s own Bombay high court is fed up with it and has passed a statement urging citizens to stop paying any taxes whatsoever.It is required by citizens of India to unite together and stop paying taxes until government stops corruption as suggested by Bombay high court. If enough citizens can come together then surely this is possible and there is absolutely nothing wrong to do so when even the Bombay HC encourages it to do it.
