If you see a job description that you think you are qualified for then send your CV, along with a cover letter that explains why you think you are qualified and express a wish to meet with the potential employer. You can do a search for examples of such letters online. (If you are unable to find such examples then consider yourself unqualified to get an IT job at this point.)
