I want my iphone 5s to use wifi over cellular data when available. How can I change the settings to make this work?

when I had the 4s this wasn't a problem but I have noticed since the switch it seems to still use data when I'm at home and it should use the wifi

It automatically does that out of the box. If that is not the case with you, you should try a reset of the network settings. If that doesn't work, try a restore of iOS & if that fails take it into an Apple Store to see if they could help.

The first step you can do is to turn on Airplane mode and switch on wifi if it is available. However, a second step would be to go into Settings>Cellular>scroll down and then turn off the apps that you do not want to use cellular data for. In most cases though, the iPhone should automatically convert to Wifi over cellular data when available.
