You do not list the Table of Contents on the TOC. You also usually put the page number for the TOC as a lower case roman numeral ("i" for the first page of the TOC, "ii" for the second page of the TOC). And the actually body of the document starts on page number "1" (arabic numeral). It's not a rule but it's the way it is done--so if someone is talking about your document and they refer to page 1, everyone knows it's the first page of actual text and NOT the TOC.
