Be friendly. Have your e-board members talk to their e-board members. Try to find out why they don't like you and repair that relationship. Maybe that fraternity sees your house as a lower tier house and they don't want to associate with a lower tier in fear of them losing a tier. At my school usually the social chairs would talk to each other and we might have a party or event together. Mixers are great. One of our neighboring fraternities hated one sorority's members on our campus as that sorority pretty much only hung out at our fraternity exclusively.
