How do I select html option for my yahoo emails to send out and to receive in html format?

HTML mail is called rich text in Yahoo mail. If the toolbar under the compose box has fonts and colors you are in rich text. You switch by clicking on >> or <<. For received mail it is automatic based on what is received. There are no settings. I can not explain the strange characters you are getting. It has nothing to do with HTML. From reading what is there it does not make sense. The places where there is garbage seems to be where clickable links would be. It is as though someone copied and pasted a web page including its links. Yahoo mail can only contain URL links and that is automatic when a URL is entered. 😻

There is no default setting for that. You have to select rich text each time you send an email. It is up to your senders what they use when they are sending you emails. You cannot choose to receive emails from another person in rish tect.
