How does Matrix international take/ process credit card payments at the Airport in advance?

I recently traveled to Hong Kong, i came across this guys from Matrix International who provide SimCards which work in international destinations at very cheap rates then what our Indian mobile operators give. What was astonishing was, for them to issue the sim card they took our ID card and xerox copy ( of my credit card front and back). After i returned back, they promptly billed me on my credit card, was wondering how they were able to do the same considering for fact that card not present transaction in India requires 2nd factor authentication which didn't happen.

Answer:
second factor authentication is not mandatory for all cases. Few of the businesses like travel agencies, hotels etc. can charge on your card without that. However, as this is not the usual route, agency has to give extra information to RBI for copliance.
