You can't do that. To play his games you must log in to his account from your computer and then you can play. But you'll have to log in his account EVERY time you launch the game, otherwise it won't work.

Software is intellectual property. Unless it is deemed free (like Team fortress 2), you would need to buy it again for another account. Otherwise it is pirating. Steam will not play it if you copy it. However, if you do buy, you can make a copy of it from one computer to another to avoid long downloads.
