Most likely it won't matter at all because you like the vast majority of people entering the lottery will not get selected. In the unlikely case you will be selected most likely the interview will not be until you finished your degree. And the process will definitely take longer than for you to finish your degree. So there will be no problem. However a higher national diploma won't buy you anything because nobody will know what it is. Stick with your undergrad studies.
