Try old brake fluid. Newer stuff isn't a good idea, it'll eat both layers of paint. But dip a rag in brake fluid and scrub. It should react with the first layer and be totally inert, saving your black paint from any harm

I'd leave it outside in the conditions and just let nature do it, just for the record I think mustangs look stupid with racing stripes
