Can't insert the car key?

Cant start car, key wont turn, steering wheel don't lock cant start car what could it be?

  If the steering wheel is not locking... can you get the cover off from around the ignition switch and pull the plug and jump across the plug in jump each until you know which one is hot and witch one is the starter and witch one is ignition, leave the jump on the hot and the ignition (that is constant power to run engine) and then jump across the starter until it is started, then drive home if you think you can make it without the steering wheel locking and to change the ignition switch you will probably need a chisel and hammer to catch the edge of the bolts holding the switch in and like spin the bolts out because the bolts usually have a one way head on them that is supposed to be theft resistant but you can spin them out with a chisel and hammer, in fact if you plan to drive it take the ignition switch out first then there will be no way for it to lock the steering wheel while you drive it.
